18וְאָנֹכִי מַעֲשֵׂיהֶם וּמַחְשְׁבֹתֵיהֶם בָּאָה לְקַבֵּץ אֶת־כָּל־הַגּוֹיִם וְהַלְּשֹׁנוֹת וּבָאוּ וְרָאוּ אֶת־כְּבוֹדִי ׃

Isaiah 66 closes the book with a stunning courtroom scene. Heaven is God's throne, earth his footstool — no temple can contain him. Yet he looks with favor on the humble and contrite. The chapter pivots sharply: God rejects empty worship while promising restoration for Jerusalem.
